New Hope is a mixed race cemetery on the Milan Arsenal property in Carroll County, Tennessee. The cemetery is overgrown, most markers are down, and many markers are broken. To present the best possible record of this cemetery, the four known records of the cemetery markers were reviewed and merged into the list below.

The cemetery was transcribed April 22, 1972 by Mrs. John Ross Long, Mrs. Romie Morrissett, John Lessenberry, and Mr. Todd (guard). Their transcription of New Hope Cemetery is available at the Humboldt Public Library, Humboldt, Tennessee. They recorded the white section and the most easily assessable markers in the two black sections. A re-transcription by John A. Scruggs is available online and was used in this composite.

The cemetery appears as New Hope Cemetery (In Milan Arsenal) in Edwin and Clella Mae Carter's Carroll County, Tennessee Cemetery Records, Volume II, 1981, pp. 627-630. The Carters appear to have used the Long et al. record of 1972 in their book as they include all the same names and no others. They merged all the data into a single alphabetized list.

Jonathan K. T. Smith recorded the two black sections of the cemetery on October 15, 2000. The cemetery appears as New Hope I in his Tombstone Inscriptions from Black Cemeteries in Carroll County, Tennessee, 2000, pp. 64-67. It is available online.

Jonathan K. T. Smith probably recorded the white section at the same time he recorded the two black sections. It appears as New Hope #1 in his An Inventory of Antebellum Tombstone Inscriptions Carroll County, Tennessee, 2002, pp. 32-32. It is available online.

The two records by Smith form the basis of the composite record below, though their format has been changed considerably. Entries from the other sources are noted as either "Long et al." or "Carters." The format used for names has been made consistent among the sources. Date formats have not been changed. As the Scruggs re-transcription was the actual source used for Long et al. items, discrepancies between Long et al. and the Carters are noted for items not reported by Smith. Anyone wishing to know which is correct may have to visit the original Long et al. work in Humboldt.

 Located within the restricted area of the Milan Arsenal Ammunition plant, a private industry, once the Milan U.S. Arsenal. It is necessary to have a security guard accompany a visitor to the cemetery. Drive about 1.8 miles west from the plant headquarters, turn onto and drive over Routes 73/83 .9 mile to gravel road on north side of route; from there to the cemetery is about 1.4 miles. On the east side of the site is located the black burial ground dating to antebellum times; to the west, over a drive, is the old white burial ground; between these two cemeteries for many years stood the frame New Hope Baptist Church. The present-day New Hope Cemetery, near Atwood, is located about two miles northwest of this former burial ground, across the Rutherford Fork of the Obion River.
